There's no one reason as to why gangs form, however, we do know that gangs are functional - they serve a purpose for those who join them.
For every reason why a gang may form there is a corresponding solution. For example, if the reason for joining was because one was being discriminated against then the solution is to address racism or ethnic hatred in that community.
